PrePay™--Helping Municipalities Help Motorists

Using the incredibly effective toll road programs known as E-ZPass and FAST LANE as models, PrePay™ allows motorists to prepay for parking meters.

Here's how PrePay™ works:

• Motorists' credit cards are charged a prepaid amount.
• Motorists are given a decal for their windshields. These decals will alert Parking Enforcement Officers (PEOs) and police officers that the motorist is participating in PrePay™.
• When a PEO comes to a car participating in PrePay™, the PEO will verify the car's status and print out an acknowledgement (using TicketWrite™ 2.0), which will be placed under the windshield.
• Motorists are charged for the full time. For example, if the meter is for two hours at one dollar an hour, the motorist will be charged two dollars.
• Even if the PEO doesn't notice the PrePay™ decal, the PEO will discover the car is part of the PrePay™ program when entering the car's information into the TicketWrite™ 2.0 handheld computer.
• Motorists cannot prepay for more than the timed parking limit. If the motorist exceeds the timed parking limit, he or she is subject to ticketing. Nor does PrePay™ allow motorists to violate laws, such as parking in front of a hydrant or in a crosswalk.

PrePay™ is perfect for municipalities because it allows the municipality to earn more than the posted fee per parking meter because not all PrePay™ customers will stay for the full-metered time. When a new car takes the metered space, the motorist will be required to add quarters. Or if the motorist is a PrePay™ customer, he or she will be charged for the full-metered amount.
